Those who drive scooters and mopeds on Indiana roads will face tighter regulations under a bill signed Friday by Gov. Mike Pence. The new law, which goes into effect in January, requires scooters on public roads to have license plates. While drivers won't have to have a drivers license, they must at least have a state issued I.D. card.

State Representative Milo Smith, a Columbus Republican, has been pushing for the change in the law for five years. He says that while the law is not perfect, he is pleased with it overall. One area Smith thinks the law is lacking is where moped operators do not have to have a drivers license.

Smith says the drivers license requirement was ultimately dropped after a few years of back-and-forth with opponents. He said it became obvious that many people would likely continue to drive mopeds without licenses. Smith said that result in more arrests, pressure on jails and the legal system, as well as people who are simply trying to get to and from work losing their jobs. In the end, he says he hopes that moped operators who have lost their licenses will recognize this law as a second chance to make up for what may have been a mistake so that they can continue to support their families.

The new law goes into effect Jan. 1, 2015.

Correction: Smith says that moped drivers will not have to have insurance. An earlier version of this story was incorrect on that requirement.
