City Council approves 'slum' designation for former foundry site

The Columbus City Council gave initial approval to a resolution that would categorize a portion of the former site of the Golden Castings Foundry as a slum and blighting influence.

Carl Malysz, director of the City’s Department of Community Development, told the council that this designation is important in helping the city become eligible for a federal grant that would help to clean the property up so it can be sold. He says that a purchase agreement between a developer and the property's owner includes a caveat that the purchase will not take place with the current structure and debris still on the site.

Malysz says the project's total cost for cleanup is $175,285. The federal grant being sought pays 90 percent of the cost, with the city putting up ten percent, or $17,530. Malysz says this represents the city's best hope for getting this property cleaned up and improving the surrounding area.

Councilman Frank Miller expressed concern about city taxpayers forking over thousands of dollars to improve private property that should have been improved by the current owner. He asked Malysz if it would be possible for the city to recoup its money once the sale in finalized. Malysz indicated doubt that that would be possible, but he said that he would look into it and report back to the council.

The council voted unanimously to approve the resolution. It will come up for a second vote on Sept. 2.
